Tolerances accumulated in
concrete at long distances in extreme cases may reach several inches but tolerances of
all other building components are typically smaller. See "Handbook of Construction Tolerances" by David Kent Ballast.
In this case the prefabricated ligthweight steel frame, which was originally intended to be securely placed on concrete slab, hungs in the air.
This picture shows the typical wall corner made of prefabricated steel frames
supported on the concrete basement slab. The edges of frames didn't meet each
other and the left frame is partially unsupported.
Eventually those frames
have been displaced out the plane to assure the proper support.
